Background of PE registration advisory activities and syllabus support

JSPE is made up of engineers who have PE qualifications in each state of the United States and mainly live in Japan, and promotes the internationalization of engineers and social contribution by promoting exchanges between members and the general public.
In order to sustain member exchange, which is the basis of internationalization and social contribution, information on the changing US PE qualification system must be constantly collected and shared, and domestic engineers who have passed strict qualification examinations must be procedural. It is also necessary to be able to obtain PE qualifications without spending more effort than necessary.

Although the requirements for PE registration vary from state to state, NCEES, which has a common outline and is a joint venture of PE boards in each state, states as follows.

  • How to become a PE
    → Education: have an EAC / ABET accredited bachelor degree
    → Exams: pass a FE exam and PE exam
    → Experience: have a four year of progressive and verifiable work experience

Regarding the Education requirements, there are very few ABET accredited engineering courses outside the United States, but a service (Credential Evaluation) that evaluates the equivalence of non-ABET accredited courses so that PE registration applications from these countries (including Japan) can be accepted. CE) is also done by NCEES. (Note: Texas and other states are also accredited by CE service organizations other than NCEES).NCEES CE stipulates the purpose of this equivalence evaluation and the documents required for the evaluation as follows.

  • Purpose of evaluation → ensure candidate's educational background is comparable to an accredited degree in US.
  • Necessary material for evaluation → official academic transcript, official diploma or certificate of graduation, official course description (in English)

In Japan, even if you successfully pass the FE and PE exams conducted by JPEC, you will not be able to complete PE registration unless the Experience and Education requirements are certified by each state PE board. JSPE has the following policies regarding state registration support.

  1. In principle, we will follow the registration guidelines of the NCEES Model Law and Model Rule, and we will not comment on whether or not to register in individual states.
  2. Regarding the procedures that members / non-members perform for each state board, we will respect the examination policy of each state and provide support to the extent possible so that the examination will proceed smoothly.
  3. We will endeavor to provide information and advice to members / non-members so that the evaluation of Japanese engineers on each state board will be enhanced.

Regarding Education requirements, Japan's JABEE-accredited university engineering courses, which are members of the Washington Accord international framework together with ABET, are gradually being recognized for their equivalence by each state. JSPE has signed a collaboration agreement with JABEE in 2016.
For Japanese university engineering courses that are not JABEE accredited, it is often necessary to prepare the above official course description in English and request an evaluation from NCEES CE, and the English translation of the syllabus issued by the university retroactively. Many domestic engineers who graduate from such a course and try to register as a PE in the United States are struggling with more procedures and labor than necessary because they do not have all the subdivisions.

For this reason, as JSPE, we are collecting the achievements and experiences of US PE registration for all members, and conducting PE registration advisory activities including syllabus English translation support to support members who are aiming for new US PE registration. ..
