Uemura and Nomoto served as instructors and gave lectures for 1 hour and 15 minutes each.In the lecture by Uemura, we learned the difference between risk response and risk countermeasures, risk reduction, avoidance, permission, examples of pass-through, and the importance of aiming for a "total risk minimum" overlooking the entire project.In the lecture by Mr. Nomoto, after explaining the causes and effects of accidents and the lessons learned from them, using actual examples of accidents that occurred in gas refining plants, the relationship between risks and hazards in oil and gas plants and risk reduction measures I had you explain about.We would like to take this opportunity to thank the two instructors who shared the knowledge gained through their work through the lectures.

Kazuhiko Noguchi, Visiting Professor of Yokohama National University Center for Risk Symbiotic Society, gave a keynote speech.I think that some of the people who are studying PMBOK at the Onikin Seminar of our association may have been surprised to hear that there is more than one definition of risk. , I think that it was a meaningful lecture for all the participants because I was able to understand the concept of ISO 31000 and the idea of ​​trying to optimize the whole by considering both the unfavorable and favorable effects of risk.We would like to thank Dr. Noguchi for accepting the keynote speech while he was busy and for politely responding to many questions from the participants.

All projects carry a lot of risks, so it is imperative to identify them early and take action.In this presentation, in order to proceed efficiently and efficiently, the general risk management procedures and classifications will be organized in the first half, and a large-scale power generation project will be explained as an example in the second half.And finally, let us consider what is important in risk management.

PSM (Process Safety Management) describes measures to prevent plant accidents from all perspectives. Hazard identification, risk assessment, and risk reduction / function are important parts of PSM. The cycle of requirements setting and safety maintenance can be said to be a risk management process in a narrow sense.This time, we will explain the basics of "hazard identification" and "risk assessment" of oil and gas plants.Finally, as an example, we all consider risk reduction plans.At the beginning, I will explain the 2004 LNG Plant accident in Skikda, Algiers.
